Mr. Schaffer is a licensed professional civil engineer, specializing in land development and water resources, in New Jersey, New York, Pennsylvania, Florida, and Rhode Island; Joe is a LEED Accredited Professional and a New Jersey Professional Planner. For over a decade, Mr. Schaffer’s focus on residential/commercial development sites, municipal engineering, due diligence studies, cross-discipline coordination, and construction oversight has produced effective and efficient permitting, utility, and stormwater management solutions for complex scenarios in a variety of sites ranging from undeveloped to highly urbanized and small (<1 acre) to large (>100 acres). He has worked with major box retailers and residential development projects; he specializes in minimizing construction costs and waste as well as examining energy, water, and solid waste associated with operations, rainwater harvesting, and manufacturing processes. Joe has built his career using scientific and business principles to produce results and add value for his clients.In December 2009, Joe co-founded Green Environmental Associates (
www.greenasc.com), an engineering consulting firm, with two partners to provide consulting services for clients in the areas of land development, water and energy use, solid waste management, and industrial health and safety. The firm also provides scientifically based sustainability audits for business and industry.Joe earned his degrees in Civil Engineering from Worcester Polytechnic Institute (BS ’96 and MS ’97); his project work included environmental, geotechnical fluid mechanics, brewery energy use, and urban design. Joe is a member of the Tau Beta Pi, Chi Epsilon, and Sigma Mu Upsilon Honor Societies. Joe started his career as a civil engineer with Lincoln, Rhode Island, where he solved stormwater problems, fielded public comments, and developed an ADA access plan for the Town’s Youth Center. With the Water Commission, he implemented a Backflow Pollution Prevention Program, conducted EPA mandated tests, relocated a SCADA system, and coordinated the construction of a new office suite.From 1999 to 2010, Joe worked with three major civil engineering consulting firms, working on projects from New Hampshire to Florida. Joe was a key member of the start-up team for VHB’s new office in New Jersey. At PS&S he worked with the Chief Engineer to revamp department design standards and marketed within the renewable energy and government sectors. With a talent for designing complex commercial development sites, he is an energetic team player with a reputation as the go-to person for site layout and zoning evaluations. He managed staff developing brownfield sites and retired landfills. He provided technical support for complex rainwater harvesting, industrial wastewater, permitting, and heavy construction projects in NY and NJ.Driven to make our world better, Joe donates time to charity and the public. As a member of the Metuchen Environmental Commission he looks forward to shaping a greener future for the Borough. Previously he volunteered with Habitat for Humanity; first in Boston, where he completed site engineering and permitting for a 14 unit townhouse complex in Dorchester; later with the Raritan Valley New Jersey chapter he was a member and later chair of the Site Selection Committee.Joe lives in Metuchen, New Jersey with his wife Jennifer.
